Is there an age past which people should not father/give birth to children?

I beleive it goes both ways… shouldnt father/give birth until you are at least 25-35 (own your own home, and can afford one parent to stay home with kid)
also you shouldnt father/give birth past the age of 40 – you slow down and wont be able to keep up with the kid – also you will be retireing same age they are moving out.
