Yes, but it usually makes things worse. What happens is some ligaments are cut to allow more of the penis shaft to protrude from the body. This allows more to show, but it also means it can’t stay up properly (think support cables on a tent. Without them, the tent collapses).
And no, size doesn’t matter. Ever notice how it’s only men, and NEVER women getting concerned about size?
